July 14, 2010


The City of Owen Parks & Recreation Committee met on Wednesday, July 14, 2010 at 7:00 p.m. at Owen City Hall. Chairperson Dennis Lulloff presided and Deputy Clerk Cindy Cardinal served as secretary. Committee Members Present: Nelson, Renderman, Lulloff, Kroeplin, Tolzmann, Shelton and Kiviko. A quorum being present, the meeting was called to order. Others present: Cindy Cardinal and Darlene Zukowski.

Approve Minutes
A motion was made by Tolzmann, seconded by Kroeplin to approve the 6/9/10 minutes. Motion passed on a voice vote.
Goose Control
The park has been sprayed three times with the grape extract spray. Lulloff talked to Chip with the USDA about a possible goose round up. They would come in and do a public presentation, do a round up when the geese are molting, normally in late May or early June for a cost of approximately $4500. The USDA feels that a round up should be the final measure taking to control the geese. They feel the City has taken good steps with spraying the grass and egg oiling. They also feel that doing a hunt would be a good idea. He said that geese return to the area where they learn to fly, sometimes bringing a mate with them. The 4-H and Boy Scouts are not interested in building blinds for a limited hunt due to the ages and current make up of their memberships. Brian Hanson has told Lulloff that he thought the Fur, Fin, & Feathers group in our area would be interested in building blinds. They would probably also be willing to mentor youth as part of a youth hunt. Lulloff will get a final answer from them after their meeting. The Committee felt that having the USDA come in and do a presentation for the public about goose control would be a good idea. A motion was made by Nelson, seconded by Shelton to ask the Council to proceed with adopting an ordinance to allow for a limited goose hunt north of the abandoned train trestle. Motion passed on a voice vote.

Sign for Crowley Park
Dennis Looker is willing to try. A suggestion was also made that letters could be bought at Menards and attached to a board. It was also suggested to check with C&C Controlled Routers. They are doing the fire department sign at a very reasonable cost. Motion by Shelton, seconded by Tolzmann to get pricing on a sign and bring it to the next Council meeting for approval. Motion passed on a voice vote.

Mill Pond Park Design Update
Cardinal reported that Stacy Ness and Jeremy Kleman from The Samuels Group attended the Owen Jr. Fair on Friday night. They plan to have at least a schematic drawing ready for the August meeting. They are rethinking the idea of moving to a single building concept since seeing the way the Fair is laid out. Committee members discussed drainage problems caused by the berm around the skating rink. Motion by Shelton, seconded by Renderman to remove the berm around the skating rink and use a snow berm in the future.

Campground Improvements
The Committee looked at a drawing of the ball field area. If sites were added to the campground, Public Works could do most of the work. Different possibilities were discussed including adding another road loop with eight sites or using the current road, which would have to be widened, and adding six sites. An activity area could be added to possibly include a soccer field, playground equipment, a volleyball court, and horseshoe pits. At some point, the bathrooms need to be replaced and showers added. The Committee traveled to Crowley Park to look at the site at 8 pm. After looking at the site, a suggestion was made to create a loop just using the south end of the ball field. There are three natural sites in the trees on the south end. An alternative suggestion was to make a loop down the middle of the ball field with a new road and additional sites. Lulloff will work with DPW Gary Smith, taking everyone’s suggestions into account and come back to the next meeting with a new drawing or two.

The Committee discussed park pavilion keys.

A motion was made by Shelton, seconded by Kiviko to adjourn. The meeting was adjourned at 8:34 p.m.
