July 21, 2010
The Community Development Authority met in regular session on Wednesday, July 21, 2010 at 8:00 a.m. at City Hall. City Clerk Terri Ernst presided and served as secretary. Present members were: Darlene Zukowski, Eileen Wilkens, Harriett Laube, and Dennis Lulloff. Absent were: Steve Heggemeier, Mike Riihinen and Kim Sybers. Also present was: Deputy Clerk Cindy Cardinal.
Minutes
A Wilkens/Laube motion and subsequent vote approved the minutes for the 6/16/10 meeting.
A) Project Update
On June 16, 2010, the CDA directed to have MSA Professional Services propose the following projects:
A. Quote $: Water main from Johnson Street to Heartland Drive & Sewer main from Lift Stn. #5 to Heartland Drive.
$279,000 Proposed by MSA dated 6/18/10
B. Quote $: Culvert & limited Driveway into Park on Heartland Drive, not including costs for turning lanes at this time. They would like to see a nice looking modern entrance into the Park, graveled at this point only, for when presenting it to prospective customers!!
$41,000 Proposed by MSA dated 6/18/10
C. Quote $: From Heartland Drive stopping at the North Point of Hwy 29 for water and sewer main, (where it turns to go south under highway).
$380,000 Proposed by MSA dated 6/18/10
D. Quote $: From that North Point, water and sewer main going under Hwy 29 and ending on the South side of Hwy 29 and stopping.
$173,000 Proposed by MSA dated 6/18/10
TOTAL #873,000.00 Quoted by MSA 6/18/10
The Water and Sewer Lines have been re-routed as of 7/13/2010 thus saving the City money. Maps of the old and new route were looked at.
Revised TOTAL $799,000 AS OF 7/13/2010 = Difference #74,000
B) Financing Update
A MEMO from Ehlers Financial Advisors dated July 9, 2010 was presented. Presently Ehlers has solicited proposals for:
* Streets & Storm Sewer: $305,000 Note Anticipation Notes, Series 2010A
* Water utility extensions: $405,000 Water System Revenue Bond Anticipation Notes, Series 2010B
* Sewer utility extensions: $425,000 Sewerage System Revenue Bond Anticipation Notes, Series 2010C
Proposals are due on July 22, 2010. The CDA would like Citizens Bank of Loyal to have an opportunity to bid as well being that they have pledged $25,000 towards the Innovation Center. Clerk Ernst will contact Brian Reilly with Ehelrs.
C) CWAIC update
Presently to date the City of Owen has written checks to the CWAIC group for a total of $90,070.36. $50,000 donation for Executive Director wages and $40,070.36 to Samuels Group. A total of $100,000 was approved on 4/27/10 by the City Council as a donation towards the salary and benefits for the executive director position. A total of $250,000 was approved on 3/17/10 by the CDA to have the City pay the Samuels Group for engineering and design.
CWAIC member Cindy Cardinal reported that Land O’Lakes Foundation recently donated $15,000. David Konwinski is now looking at both lots 9 and 10 for his proposed waste to energy facility using anaerobic digestion technology. Konwinski is looking to break ground by November 1, 2010. Investors include Ag Star Capital Management, UW Stout Discovery Center and Express Disposal. Mike Kawleski, CWAIC Executive Director, is at Farm Technology days in Western Wisconsin this week. CWAIC will hold an open house at their new office at 112 N. Central Avenue on Thursday, August 12, 2010.
Lot Agreement
A template of a lot agreement was given to each member on 6/16/10. Clerk Ernst reported that a developers agreement will also need to be drafted by either the City Attorney or Ehlers. More information will be available at the August 18, 2010 meeting. Wilkens advised that all proposals to purchase lots for potential businesses be looked into for references, financial information and include a business plan. That way all proposals will be considered as potential legitimate businesses.
The next meeting will be on Wednesday, August 18, 2010 at 5:00 p.m..
