June 16, 2010

The Community Development Authority met in regular session on Wednesday, June 16, 2010 at 10:00 a.m. at City Hall. Chairman Steve Heggemeier presided and Terri Ernst served as secretary. Present members were: Darlene Zukowski, Eileen Wilkens, Harriett Laube, and Dennis Lulloff. Absent were: Mike Riihinen and Kim Sybers. Also present were: Deputy Clerk Cindy Cardinal, Tim Swiggum and Sheila Nyberg.

Minutes
A Laube/Lulloff motion and subsequent vote approved the minutes for the 4/21/10 meeting and the 5/25/10 meeting with one correction changing permanent to long term under Financial Presentation.

Financing
The CDA was updated on the latest events. The CWAIC group has hired Micheal Kawleski as their executive director and will begin on Monday June 21st. Dee and Jerry Wells have backed out of their plans to build a travel/convenience center. Financial decisions need to be made by the CDA regarding the City’s commitment to the CWAIC of $250,000 for their engineers design work of the Innovation Center and approx. $500,000 for the development of the East Side Commercial Park and Agribusiness Park.

A Lulloff/Zukowski motion and subsequent vote approved the following:
1. Move forward with projects up to $750,000 as a cap.
2. Those projects include: $250,000 to CWAIC for design and $500,000 remaining for development projects.
3. The CDA recommends to Council on 6/22 the following quotes prepared by MSA:
A. Quote $: Water main from Johnson Street to Heartland Drive & Sewer main from Lift Stn. #5 to Heartland Drive.
B. Quote $: Culvert & limited Driveway into Park on Heartland Drive, not including costs for turning lanes at this time. They would like to see a nice looking modern entrance into the Park, graveled at this point only, for when presenting it to prospective customers!!
C. Quote $: From Heartland Drive stopping at the North Point of Hwy 29 for water and sewer main, (where it turns to go south under highway).
D. Quote $: From that North Point, water and sewer main going under Hwy 29 and ending on the South side of Hwy 29 and stopping.
4. Financing: The CDA wants a financing opinion from Brian regarding the following:
1. Should the $250,000 be borrowed as a short term loan now? If yes, then there would be $500,000 max. to get infrastructure as close to the Agribusiness Park as we can… (Will this $250,000 be determined as a loan or donation to the CWAIC?)
2. Borrow from Water utility for water utility infrastructure. From your report on 4/21/10 you proposed $730,000 available.
3. Borrow from Sewer utility for sewer utility infrastructure. From your report on 4/21/10 you proposed $1,350,000 available.
4. I would like to confirm Brian’s numbers of availability to borrow from both utilities by contacting our City Auditor now that our 2009 Financials are complete.

Lot Agreement
A template of a lot agreement was given to each member to take home.

The next meeting will be on Wednesday, July 21, 2010 at 8:00 a.m..

A Laube/Lulloff motion and subsequent vote approved to adjourn the 6/16/10 open session meeting at 12:27 p.m.
