Parks & Recreation Committee
June 9, 2010


The City of Owen Parks & Recreation Committee met on Wednesday, June 9, 2010 at 7:05 p.m. at Mill Pond Park. Chairperson Dennis Lulloff presided and Deputy Clerk Cindy Cardinal served as secretary. Committee Members Present: Nelson, Renderman, Lulloff, and Kiviko. Absent were Kroeplin, Tolzmann, and Shelton. A quorum being present, the meeting was called to order. Others present: Stacy Ness and Jeremy Kleman from The Samuels Group, Cindy Cardinal, and Phil Greschner.

Meet with The Samuels Group about the Mill Pond Park Design
Committee members met with Stacy Ness and Jeremy Kleman from The Samuels Group to walk through the park and discuss the needs for any future park design. Stacy and Jeremy will attend this year’s fair to look at traffic flow before coming up with a final concept design. They will plan on having a concept drawing done for the August Parks and Recreation meeting.

Approve Minutes
A motion was made by Nelson, seconded by Renderman to approve the 5/12/10 minutes. Motion passed on a voice vote.

Sign for Crowley Park
Andy Smith has changed his mind about doing a new sign. Lulloff will talk to Dennis Looker to see if he can do one. Renderman also knows someone that might be able to do the job. Lulloff mentioned that the glue is not holding the cork board in the message boards. He is going to try to fix it by using a syringe to inject some wood glue behind the cork and using plywood to hold it in place until it dries.

Campground Improvements
Director of Public Works Gary Smith talked to Chairperson Lulloff about the possibility of adding extra camping sites for larger campers on the ball field area, including a road loop through the area and water/electric for all campsites. Some trees would also need to be planted for shade. It would require a state approved plan to add the water lines. A motion was made by Renderman, seconded by Nelson to hold the next Parks and Recreation Committee meeting at Crowley Park, weather permitting to discuss the possibilities. Motion passed on a voice vote. Tree Board members will be invited to attend the meeting. Something also needs to be done with the fire pits in the campground. More are needed and they need to be set into the ground so they can’t be moved. A question was asked as to whether this was a project that the horticulture class might want to do. Also, would they be interested in doing some landscaping around the new Crowley Park sign when it is completed.

Goose Control
The spraying of the grass needs to be done. Chairperson Lulloff will ask Public Works to clean the walking trail more often. Lulloff has been told that swans might be beneficial as a form of controlling the number of geese. Lulloff will look into this. A motion was made by Nelson, seconded by Renderman to recommend to the Council that they allow for a limited goose hunt north of the railroad bridge. Motion passed 3-1 with Lulloff, Nelson, and Renderman voting yes and Kiviko voting no.

Adjourn
A motion was made by Renderman, seconded by Nelson to adjourn. The meeting was adjourned at 9:05 p.m.
