Parks & Recreation Committee
March 10, 2010
The City of Owen Parks & Recreation Committee met on Wednesday, March 10, 2010 at 7:13 p.m. at Owen City Hall. Chairperson Dennis Lulloff presided and served as secretary. Committee Members Present: Nelson, Renderman, Tolzmann, and Lulloff. Absent were Kroeplin and Gokey. A quorum being present, the meeting was called to order. Deputy Clerk Cindy Cardinal was also at the meeting and took minutes.
Approve Minutes
A motion was made by Tolzmann, seconded by Renderman to approve the 1/13/10 minutes. Motion passed on a voice vote. Chairperson Lulloff informed the Committee that the City’s insurance will not allow the skating rink to be moved onto the Mill Pond.
Recycle Bin Grant
A motion was made by Nelson, seconded by Lulloff to have Deputy Clerk Cardinal write a CocaCola/Keep America Beautiful grant to get recycle bins for Mill Pond Park and Crowley Park Campground. The grant will be written for Bin #6 which is a permanent bin and we will ask for 10 of them. The grant is due March 12, 2010.
Sledding Hill
Chairperson Lulloff was asked by a citizen to bring the idea of a sledding hill to the Committee. Committee members felt that Tennis Shoe Hill had historically been used as a sledding hill and Rick Nelson said the hill had been set aside for that purpose before Friends of the Old School bought the property. FOS has concerns about kids sledding on the hill because their liability insurance won’t cover it. Chairperson Lulloff was asked to speak to the FOS Board and see if they would allow the City to lease the hill.
Process for Mill Pond Park Design
The process for the new Mill Pond Park Design was discussed. The groups that use it or participate in events at the Park need to be part of the process. Groups identified so far, in addition to the Parks and Rec Committee, are the Owen-Withee Lions Club, the Owen Fair Committee, Woodgrove Workers 4-H, Owen Downtown Revitalization Committee, Owen Tree Board, the Jaycees, Holy Rosary, Friends of the Old School, and the Owen-Withee-Curtiss Fire Department. Their Boards/Committees will be asked to discuss what they feel is needed as part of the plan and who they would like to represent them at the discussions with Parks and Rec and the Samuels Group. Parks and Rec will make their list at the April 14 meeting. The May 12 Parks & Rec meeting has been tentatively set as a first meeting with these Board/Committee representatives to share ideas and will take place at Mill Pond Park.
Goose Control
Various methods to control the resident geese this summer were discussed. Chairperson Lulloff is checking into getting an egg oiling permit for this year. A motion was made by Tolzmann, seconded by Renderman to recommend that the Council purchase four gallons of Migrate Goose Repellent. Motion passed on a voice vote. Bernie Shelton has agreed to apply the repellent again this year. A motion was made by Renderman, seconded by Nelson to recommend that the Council investigate the possibility of opening the end of the Mill Pond north of the bridge to a limited by permit hunt for Owen or possibly Owen and Withee residents. The hunt would use two to three blinds and the blinds would have to be reserved. Motion passed on a voice vote.
FYI
Chairperson Lulloff reported that construction of the Message Boards will begin next week. Committee Members also asked the Burned Railroad Bridge be added to the April agenda and that the Committee be updated on progess.

A motion was made by Tolzmann, seconded by Renderman to adjourn. The meeting was adjourned at 8:32 p.m.
