March 17, 2010
The Community Development Authority met in regular session on Wednesday, March 17, 2010 at 6:00 p.m. at City Hall. Chairman Steve Heggemeier presided and Terri Ernst served as secretary. Present members were: Mike Riihinen, Darlene Zukowski, Eileen Wilkens, and Dennis Lulloff. Absent was: Harriett Laube and Kelly Hanson. Kelly Hanson has resigned for personal reasons. Also present was Mayor Tim Swiggum and Mike Voss of MSA Professional Services.
Minutes
A Riihinen/Lulloff motion and subsequent vote approved the minutes of the 8/19/09 meeting, changing “should” to “could” in paragraph three line 2.
Agribusiness Park Project
Presented to the CDA for their information were the following: 1) Letter dated 5/7/2009 to U.S. Dept. of Commerce, 2) Lead Agency Agreement for EDA Investment 11/6/2009, 3) Financial Assistance Award Letter September 2009, 4) Unapproved Council Minutes for 3/6/2010. Mayor Tim Swiggum reported about the progress that has occurred since the CDA last met on 8/19/09. The EDA grant application was submitted jointly by The City and CWAIC on February 20, 2009 and the $9.8 million grant was awarded in September 2009. The grant is specific to the design and construction only of the Central Wisconsin Agribusiness Innovation Facility and is not for City infrastructure construction.
At 6:13 p.m., the Central Wisconsin Agribusiness Innovation Center Inc. (CWAIC) members joined in. Members included: Steve Frankewicz, Jim Hackbarth, Terry Laube, Tara Wisniewski, Cindy Cardinal, Tim Conway and Melissa Springer, Development Director with The Samuels Group.
Mike Voss of MSA Professional Services presented three updated project cost estimates for the infrastructure (water, sewer, stormwater conveyance, stormwater control ponds, streets, electric, high speed communications and natural gas). 1) Agribusiness Park & East Side Commercial Park Infrastructure Improvements for a probable cost of $6,026,475; 2) Infrastructure Improvements required to serve only the Agribusiness Park for a probable cost of $4,598,475; and 3) Infrastructure Improvements required to serve only the East Side Commercial Park for a probable cost of $2,450,000. Estimate #3 includes a water line beginning at County Hwy. D Country Side Estates and running east and then south along the west edge of the 38 acre East Side Commercial Park on the north side of Highway 29. Estimate #3 also includes a water line from the East Side Industrial Park that connects to the water line from CTH D at the southern limits of the East Side Commercial Park at CTH X. Voss reported Estimate #3 could be reduced by approx. $500,000 by eliminating the water line from Hwy. D and run only the water line from the East Industrial Park where the Victory Medical Clinic building is located. The $260,000 Design Phase total project is 80% complete and should be done by April 1st, with the exception of the lift station design and additional wetland delineation work needed for Innovation Dr. to cross the existing field drainage ditch. MSA is applying on the City’s behalf for any potential grants to pay for the infrastructure through Rural Development and STAG Grant through Obey’s Office. MSA is looking into the possibility of applying for an EDA grant. MSA will work with the City to apply for grants that rely on job creation such as the WisDOT T-Grant and Community Development Block Grant-Public Facilities Economic Development (CDBG-PFED) Grant.
CWAIC President, Jim Hackbarth reported on the progress of The Central Wisconsin Agribusiness Innovation Center. They have been meeting every Wednesday night at Joe’s Refrigeration at 5:30 p.m. and invited the CDA members to attend as well. CWAIC has hired The Samuels Group engineering firm and has completed a concept drawing of the Central Wisconsin Agribusiness Innovation Center, a multi-purpose facility designed for education, training, research and development in the areas for agribusiness and bioenergy. The CWAIC is responsible in raising $5.8 million to match a $9.8 million EDA grant to pay for the design, construction and maintenance of the facility. CWAIC currently has two active fund raising promotions. Naming rights to certain areas with the CWAIC building are available for purchase for larger donations and “Join the Herd” campaign is available for $100 donations. According to the grant award, the Innovation Center construction must break ground by 3/8/2011 with completion by 12/8/2012. Failure to meet these deadlines and match the grant in donations, would result in termination of the award. CWAIC currently has $75,000 in pledges. They projected to have $2-$3 million raised by this time. CWAIC currently owes The Samuels Group $50,000. The CWAIC group has accomplished a great deal within the last year. Their goal now is to raise money to match the EDA grant, which is proving to be a full-time job in itself and makes it difficult as all members have full time jobs of their own. Discussions have taken place about hiring an Executive Director who can take the lead in obtaining donations as top priority and giving it the full attention that is needed. An Executive Director position can cost $35,000 - $75,000 not including benefits. Chairman, Steve Heggemeier requested the position of an Executive Director be brought up at the next City Council meeting on 3/23/10. Cindy Cardinal reported that Lynn Nelson with the West Central Wisconsin Regional Planning Commission, has applied for a $300,000 technology grant.
The CWAIC group was thanked for their attendance at tonight’s meeting and for all the informative updates on the progress of their project. Departed at 8:04 p.m.
The CDA continued discussions in setting a selling price per acre for lots in both the East Side Commercial and Agribusiness Park. The parcel that Well’s are purchasing for $9,400 is 3.47 acres or approx $2,708 per acre. Lot #2 will require a lot of fill before a building can go up, which will be at the Wells’ expense. The entire 38 acres was purchased for $80,000 or $2,105 per acre. A Lulloff/Riihinen motion and subsequent vote approved to set the selling price of the remaining lots for both parks at $5,000 per acre, with 20% down and required to build within two years once the infrastructure to the parks is complete. A template of a sale agreement will be presented at the next CDA meeting that will be used for all sales of lots.
