May 25, 2010
The Community Development Authority met in regular session on Wednesday, May 25, 2010 at 7:00 p.m. at City Hall. Vice Chairman Mike Riihinen presided and Terri Ernst served as secretary. Present members were: Harriett Laube, Dennis Lulloff and Kim Sybers. Absent were: Steve Heggemeier, Darlene Zukowski and Eileen Wilkens.
Present and conducting a meeting of their board was the Common Council. Mayor Tim Swiggum, Clerk Terri Ernst, Dan Tolzmann, Dennis Lulloff, Mary Lynn Kiviko, Mel Lorence and Carla Riihinen. Also present were: Brian Reilly with Ehlers Financial Advisors, Mike Voss with MSA Professional Services, Deputy Clerk Cindy Cardinal, DPW Gary Smith and Judy Vollrath with OW Enterprise.
Financial Presentation
Brian Reilly with Ehlers Financial Advisors presented the Council and CDA members a packet of discussion items regarding financing of $475,000 Innovation Center Design Costs. The City can either issue CDA Revenue Bonds Anticipation Notes or General Obligation Note Anticipation Notes as interim financing. The Council and CDA are taking the necessary steps to issue CDA debt as permanent financing in the future. The current assessed value of TIF #4 presently provides enough tax increment to cover TIF #4 loan payments with the capacity to handle additional debt.
A Public Hearing of the CDA was opened by Vice Chairman Mike Riihinen at 8:20 p.m. to determine areas of blight of City property in TIF #4.
The Public Hearing closed at 8:21 p.m.
Resolution #2010-6
A Laube/Lulloff motion and subsequent vote approved Resolution #2010-6 determining property to be blighted and submitting determination to Common Council for approval.
Adjourn
A Lulloff/Laube motion and subsequent vote approved to adjourn the 5/25/10 open session meeting at 8:22 p.m.
