November 17, 2010
The Community Development Authority met in regular session on Wednesday, November 17, 2010 at 6 p.m. at City Hall. Chairman Steve Heggemeier presided and Deputy City Clerk Cindy Cardinal served as secretary. Present members were: Steve Heggemeier, Eileen Wilkens, Harriett Laube, Kim Sybers, Darlene Zukowski and Dennis Lulloff. Absent was: Mike Riihinen. Also present were: CWAIC Executive Director Rebecca Baumann, CWAIC President Ryan Stockwell, Mayor Tim Swiggum, Tim Conway, and Dan Tolzmann.

A Wilkens/Laube motion and subsequent vote approved the minutes for the 10/20/10 meeting.
CWAIC/City Council Update on projects and financing
New CWAIC Executive Director Rebecca Baumann introduced herself to CDA members. She provided a copy of the article about Cherney Microbiological’s intent to become a tenant in the Innovation Center that appeared in the Marshfield News Herald. She reported on meetings that she and CWAIC Board Members had with Jerome Donohue and area school district administrators. The Schools are looking into the possibility of forming a Charter School that could be housed in the Innovation Center providing technology classroom space. They might also be interested in using the conference room for joint teacher inservices or to bring in speakers for a larger audience than they can house in their individual school systems. Rebecca will be attending a meeting with Sheila Nyberg, Clark County Economic Development and Philip March, an engineer visiting the area. Mayor Swiggum reported that Jerome Donohue is continuing to find area partners for his projects which might make him a future tenant in the Innovation Center. Ryan Stockwell told the CDA that CWAIC will be focusing on getting paperwork done for the WI Dept of Commerce grant over the next week to ten days.
Mayor Swiggum reported on conversations he had with Gestamp. They are interested in signing a letter of intent for the 38 acres in the East Side Commercial Park. They are no longer interested in the OMI property. Tim has also suggested the possibility of land just south of the current Ag Park if they were able to purchase it from the County. The agreement is contingent on them doing a study of the area and getting the price they want for their electricity when they sell into the grid. There will be zoning issues to be dealt with. The down side of them buying the 38 acres is that it doesn’t leave room on the highway for a hotel or gas station. The up side is that the steam that is produced as part of their process of turning biomass into energy could be used by other businesses in the park. They will forgo rail to have that area. Questions were asked if the backside of the Liepke property would be a viable alternative for the power plant. Mayor Swiggum will be working with them on their letter of intent and land purchase agreement.
It was suggested that Tim needs to check on where the Obey appropriation is at given the election. Rebecca was asked to contact Scott Suder to try to get him to a CWAIC meeting. At this point all financing alternatives need to be pursued as deadlines for the EDA grant are getting close. Cindy will contact Dave Konwinski at Onsite Power to see where he is at with his project.
Review agreements and contracts from City Attorney:
CDA members were given copies of drafts of a developer’s agreement and a purchase agreement that they had looked over before the meeting. The City Attorney needs to be involved in any final agreements that are written. Wilkens stated that when a letter of intent or an offer to purchase is received from a business that the CDA should also be given a copy of their business plan, financial statement, and feasibility study before proceeding with a developer’s agreement. CWAIC Executive Director Rebecca Baumann was given a copy of the draft agreements to look over.
The next meeting will be on Wednesday, December 15, 2010 at 6:00 p.m.
