The City of Owen Community Development Authority met in a joint meeting with the Owen Planning Commission at City Hall on Weds Sept 21, 2011 @ 6:00 PM.

Chairman Lulloff called the meeting to order with the following members present: Lulloff, Zukowski, Hanson, Riihinen, Sybers, Laube, and Wilkens. CDA Director Tim Swiggum, Linda Wyeth-OW Enterprise, Mayor Steve Heggemeier, City Clerk Terry Ernst, Dave Konwinski-Onsite Power, Larry Fagan and Joe Konwinski. Members of the planning commission in attendance were: Dan Tolzmann, Gary Smith, Tim Conway, Tim Devine and John Mauel.

After a presentation by Dave Konwinski regarding his plans for developing the OMI property, the Planning Commission approved the motion to recommend the sale of the property to Onsite Power Systems with the requirement that rail and utility easements be allowed. Following the approval of the motion, the Planning Commission adjourned. A Laube/Hanson motion to recommend to the city council to accept the recommendations made by the Planning Commission passed with an all yes voice vote.

OMI PROPERTY:
Dave Konwinski gave an excellent slide presentation of his Onsite Power Co and building plans. He will be producing three products: contained composting, methane gas for electricity, and high quality fertilizer. A new company, Tru-Organics, is being formed as a partner of Onsite Power because the products will be organic/organic derivatives. Dave has raw material suppliers with railway/semi-truck delivery (5 semi trucks will run from 1-9:00 PM 365 days a year bringing in 220 tons of raw material daily) as well as a large customer base committed to buying these products. There will be no odors from these products as everything is self- contained in a closed loop. The first 22 acres transaction is now complete. The second parcel is the building and 24 acres with contingencies. The city will use the condemnation process to acquire the building and 24 acres. The independent appraisal and negotiated agreement are 2/3 of the process. The next step will be for the city council to condemn the property. The grants are moving forward.

BADGER AG SOLUTIONS PROPERTY:
Director Swiggum spoke with Tim Huth from Citizens State Bank of Loyal. They are negotiating with a buyer. Swiggum will contact the buyer to address the issue to make certain that there is no odor or substance in the air emitted from the plant.

EAST SIDE COMMERCIAL PARK:
Director Swiggum received a call of interest about cost of land. It is $5,000 per acre (utilities and driveway are already in place). No other info is available at this time.

CWAIC funding update:
Swiggum talked with Louks, his attorney, and his broker-Bob Amo. Konwinski is also working with Louks. Discussions are progressing.

BROWNFIELD GRANT APPLICATION:
Director Swiggum is writing the grant himself, thus saving us much money.

BILLBOARD ADVERTISING:
The billboard will be put on hold until we are certain that we have funding for the innovation center.

The next CDA meeting will be Oct 26,2011 @ 6:00 PM unless an earlier meeting is needed.
