Parks & Recreation Committee
September 8, 2010
The City of Owen Parks & Recreation Committee met on Wednesday, September 8, 2010 at 7:00 p.m. at Owen City Hall. Chairperson Dennis Lulloff presided and Deputy Clerk Cindy Cardinal served as secretary. Committee Members Present: Nelson, Lulloff, Kroeplin, Tolzmann, Shelton and Kiviko. Absent: Renderman. A quorum being present, the meeting was called to order. Others present: Cindy Cardinal.
Approve Minutes
A motion was made by Shelton, seconded by Nelson to approve the 8/11/10 minutes. Motion passed on a voice vote.
Mill Pond Park Design
Stacy Ness from The Samuels Group contacted City Hall to say that he would be at the October meeting. Lulloff reported that some Council members had liked Option #3. Either Option #3 or #5 would allow for playground expansion. After much discussion, the Committee agreed that they would have The Samuels Group continue to work on Option #5.
Limited Goose Hunt
There have not been as many hunters applying for permits as was expected. A couple of geese have been harvested. This is the first year and the hunt should grow as more people learn about it.
Walking Trail Bridge Behind Creekside
Chairperson Lulloff reported that Mayor Swiggum had called the bridge company. They stated that they did everything we told them to do. They can fix the problem for $7000, possibly with helical coils. Lulloff also talked to former Parks & Rec chair Mike Riihinen. Mike thought that the posts should have been concreted in. He also called Janke and was told the same information as the Mayor. Lulloff hasn’t been able to reach Keith Patrick from the DNR to see if the bridge could be replaced with a culvert. Committee members felt that some kind of barricade should be put up on the trail warning people about the condition of the bridge. Questions were asked as to whether Ovyn Trucking or someone similar could be brought in to lift the bridge, dig the posts down and get it level, or as an alternative to lift the top decking off the bridge, push the posts back down, and replace the top. A motion was made by Shelton, seconded by Tolzmann to check on putting in a culvert first and if that is not possible, to have Public Works attempt to fix the issues with the bridge. Motion passed on a voice vote.
Parks & Rec Committee members also inquired as to the status of our acquiring the abandoned railroad bridge and why the banners aren’t hanging on Central Ave.

A motion was made by Tolzmann, seconded by Kiviko to adjourn. The meeting was adjourned at 8:56 p.m.
