April 28, 2009
The City of Owen Common Council met in regular session on Tuesday, April 28, 2009 at 7:00 p.m. at City Hall. Mayor Timothy Swiggum presided and City Clerk/Treasurer Terri Ernst served as secretary. Present Alderpersons: Tolzmann, Lulloff, Shelton, Lorence, Riihinen and Heggemeier. A quorum being present, the meeting was called to order. Also present was Deputy City Clerk/Treasurer Cindy Cardinal.
Approve Minutes
A Heggemeier/Tolzmann motion and subsequent vote approved the minutes for the 4/14/09 and 4/21/09 meetings.
Public Opinion
Nathan LePage with the OW Enterprise and Mike Voss of MSA Professional Services. Information that the Army tank from Colby is available if the City of Owen wants it. Question was raised if the City still plows the fire hall?
Contracts
Mike Voss of MSA Professional Services discussed two different grant options that would be available for the upcoming City projects. MSA proposed $5500 for the writing of a CDBG-PFED grant and $5000 for a DOT-TEA grant. The deadline for applications is October 2009. A Lorence/Riihinen motion and subsequent vote tabled the grant applications pending further information.
Amend Ordinance
Under recommendation by the City Attorney, Ordinance Sec. 1-1-7 forfeiture amounts be amended as follows: (a) of not less than $50 to $500 and (b) of not less than $75 to $1000. A Shelton/Lorence motion and subsequent vote approved the amendments.
Donation
A Tolzmann/Lorence motion and subsequent vote approved a donation of $100 to the Highway 29 Partnership for 2009.
CDA Update
The Community Development Authority met on April 27th. Elected to offices were Steve Heggemeier as Chairman, Mike Riihinen as Vice Chairman, Darlene Zukowski as Secretary and Eileen Wilkens as Treasurer. Checks will be issued by the Clerk’s office. The CDA Bylaws were reviewed and financing options were discussed. A CDA operates under the same State Statutes as a Housing Authority.
Farm Technology
A group representing our area traveled to Madison and presented to the FTD Committee their proposal of bringing Farm Technology Days to a permanent site here in Clark County. The Committee is planning a site visit to Owen this summer and looks to make a decision in 2010.
Emergency Siren
Jennifer Lord Kourachi of Clark County Emergency Management has informed the City that she is applying for a grant in the hopes that the City could add up to two more sirens. The City has funds available in a reserve account with the grant offering 75% funding.
Vierbicher
A Heggemeier/Shelton motion and subsequent vote approved to have the City Attorney pursue the collection of money the City paid to Vierbicher Associates for services of revising the Zoning Ordinance.
Willow Road
A Lorence/Lulloff motion and subsequent vote approved to have the City Attorney draw up an agreement between the City and the Town of Hixon. Hixon would pay Owen annually from their transportation aid the area of Willow Road and N. West Street that the City maintains but is still in the boundaries of Hixon plus back pay for the last four years that this issue has been postponed by the Town of Hixon. The alternative method would be for Hixon to sign over the area of roads to the City.
Payroll Report
Presented were time cards for all employees and overtime report for the pay period of 4/4/09 through 4/17/09. A Tolzmann/Heggemeier motion and subsequent vote approved the report.
Vouchers
Questions were raised and answered regarding check numbers 40272 and 40273. A Heggemeier/Lorence motion and subsequent vote approved paying the following vouchers: City 40240-40279, City Total $51,089.41, Water Total $3,551.60 and Sewer total $952.88.
Adjourn
A Tolzmann/Shelton motion and subsequent vote approved to adjourn the 4/28/09 open session meeting at 8:35 p.m.
