December 8, 2009

The City of Owen Common Council met in regular session on Tuesday, December 8, 2009 at 7:00 p.m. at City Hall. Mayor Timothy Swiggum presided and City Clerk/Treasurer Terri Ernst served as secretary. Present Alderpersons: Tolzmann, Lulloff, Shelton, Lorence, Riihinen and Heggemeier. A quorum being present, the meeting was called to order. Also present was Deputy City Clerk/Treasurer Cindy Cardinal.

Approve Minutes
A Tolzmann/Lulloff motion and subsequent vote approved the minutes for the 11/24/09 and 11/30/09 meeting.

Treasurer’s Report
A Lorence/Heggemeier motion and subsequent vote approved the Treasurer’s report for November 2009.

Police Report
A Shelton/Tolzmann motion and subsequent vote approved the Owen-Withee Police report for November 2009.

Public Opinion
No public present. All that remains of the house that burned last summer on 5th Street is the foundation and the question being raised of a possible safety concern. The owners are planning to rebuild a home.

Election Workers
A Shelton/Lorence motion and subsequent vote approved the following election worker appointments for the term 2010-2011: Dottie and Jim Bjornstad, Art and Alice Feldman, Dennis Lulloff, Harold and Fern Laube, Emily Makovec, Ethel Mae Kresnik, Tom and Virginia Miller, Agnes Boxrucker and Harriett Laube. Clerk Ernst encourages the public to still apply to become a poll worker. New poll workers will be expected to attend any required training and it’s a nice way to earn a little extra income. Anyone interested in becoming a poll worker should call City Clerk Terri Ernst for more information.

Owen Junior Fair Board
Doris Paitel and Kristin Hamm have resigned from the Board. A Heggemeier/Riihinen motion and subsequent vote approved the following Owen Junior Fair Board appoints for 2010: Phil Greschner, Bernie Shelton, Cindy Cardinal, Theresa Schindler, Sam Johnson, Mary Oelke and Virginia Zaidel.

Phase II Assessment
Proposals were presented from Ayres $26,836, SEH $22,450 and URS $28,900 to complete a Phase II Environmental Assessment of the OMI Property. A Shelton/Heggemeier motion and subsequent vote approved to accept the proposal from SEH for $22,450 minus one soil boring not needed and for Marvin Matejka to pay his share of $15,000 towards the assessment.

Ordinance Committee
Deputy Clerk/Treasurer Cindy Cardinal reported that the Committee continues to review the drafts that have been drawn up by Attorney Allan Harvey. Presently they estimate under 1/3 of the City Ordinances have been reviewed. The Committee plans to meet again in January 2010.

12/22/09 Meeting
A Tolzmann/Shelton motion and subsequent vote approved to cancel the 12/22/2009 Council meeting.

Payroll Report
Presented were time cards for all employees and overtime report for the pay period of 10/31/09 through 11/27/09. A Shelton/Lulloff motion and subsequent vote approved the report. Overtime was reported for public works for: DNR inspection, worked weekend and water leak; and for police dept. for extra hours while other officer on vacation. A comparison to 2008 overtime was requested after the 1st of the year.

Vouchers
A question was raised and answered on Check #41044, 41055, 41056. A Heggemeier/Lulloff motion and subsequent vote approved paying the following vouchers: City Pooled 41019-41071 and CDBG 1007. City Total $62,161.55 Water Total $12,519.23, Sewer Total $7,291.50.

Adjourn
A Shelton/Lorence motion and subsequent vote approved to adjourn the 12/8/09 open session meeting at 7:59 p.m.
