February 10, 2009
The City of Owen Common Council met in regular session on Tuesday, February 10, 2009 at 7:00 p.m. at City Hall. Mayor Timothy Swiggum presided and City Clerk/Treasurer Terri Ernst served as secretary. Present Alderpersons: Tolzmann, Nelson, Shelton, Lorence, Riihinen and Heggemeier. A quorum being present, the meeting was called to order. Also present were Deputy City Clerk/Treasurer Cindy Cardinal, Director of Public Works Gary Smith and Police Chief Randy Poirier.
Approve Minutes
A Tolzmann/Nelson motion and subsequent vote approved the minutes for the 01/27/09 meeting.
Treasurer’s Report
A Shelton/Heggemeier motion and subsequent vote approved the Treasurer’s report for January 2009.
Police Report
A Nelson/Riihinen motion and subsequent vote approved the Owen-Withee Police report for January 2009. It was requested that an officer be present as school lets out at the end of the day.
Public Opinion
Present: Nathan LePage of the OW Enterprise, Mike Voss of MSA Professional Services and Denice Poetzl. Mrs. Poetzl brought to the Council’s attention that recently she was involved in an accident at the rail road crossing on Willow Road. Due to the icy conditions and being unable to stop for the stop sign, her vehicle ended in the ditch just missing the train as it was approaching. It was ordered that Public Works check frequently and sand the approaches to the Willow Road crossing.
Agri-Business Park:
Contract
Mike Voss of MSA Professional Services presented a contract for Owen’s 38 acre Business Park and Agri-Business Campus Utility Design and Construction Services. A Heggemeier/Lorence motion and subsequent vote approved the contract.
C.D.A. Bylaws
A Shelton/Riihinen motion and subsequent vote approved the bylaws as presented with two changes. The Bylaws can be viewed at City Hall upon request.
Appoint Members C.D.A.
Appointments will be made at the next meeting.
Rural Water Conference
A Tolzmann/Heggemeier motion and subsequent vote approved Director of Public Works Gary Smith to attend the Rural Water Annual Conference in Green Bay on March 24 through 27, 2009.
Supervisor Training
A Riihinen/Nelson motion and subsequent vote approved Chief Randall Poirier to attend the Law Enforcement Supervisor Training.
Resolution #2009-5
No action taken.
Parks & Rec. Committee
Chairman Mike Riihinen reported there has been no meeeting.
License
A Nelson/Tolzmann motion and subsequent vote approved a Temporary Class B liquor license to the Owen-Withee Lions for the March 1st Annual Ice Fishing Contest.
License
A Heggemeier/Shelton motion and subsequent vote approved temporary Operator’s Licenses to Gary Wehrman, Erik Stinson, Brian Bredlau and Mark Lew for the March 1st Lions Ice Fishing Contest
Payroll Report
Presented were time cards for all employees and overtime report for the pay period of 12/28/09 through 2/4/09. A Shelton/Riihinen motion and subsequent vote approved the report.
Vouchers
Questions were asked and answered about City check #40000 and 40010. A Tolzmann/Lorence motion and subsequent vote approved paying the following vouchers: City 39950-40010, City Total $25,611.80, Water Total $13,501.92 and Sewer total $4,176.75.
Motion to Convene into Closed Session
A Heggemeier/Tolzmann motion and subsequent vote approved to convene into closed session at 8:00 p.m.
Meeting Reconvened to Open Session at 9:57 p.m.
Announce & Approve Any Actions Taken in Closed Session
Parameters were discussed to use in negotiations of purchasing land from the Clark County Health Care Center. Employee concerns were addressed.
Adjourn
A Shelton/Nelson motion and subsequent vote approved to adjourn the 2/10/09 open session meeting at 10:00 p.m.
