February 24, 2009
The City of Owen Common Council met in regular session on Tuesday, February 24, 2009 at 6:00 p.m. at City Hall. Mayor Timothy Swiggum presided and City Clerk/Treasurer Terri Ernst served as secretary. Present Alderpersons: Tolzmann, Nelson, Shelton, Lorence, Riihinen and Heggemeier. A quorum being present, the meeting was called to order. Also present was Deputy City Clerk/Treasurer Cindy Cardinal.
Approve Minutes
A Nelson/Tolzmann motion and subsequent vote approved the minutes for the 02/10/09 meeting.
Public Opinion
No public present.
Agri-Business Park:
Appoint C.D.A. Members
Mayor Swiggum appointed the following members to the Community Development Authority; Steve Heggemeier, Mike Riihinen, Dennis Lulloff, Harriett Laube, Eileen Wilkens, Darlene Zukowski and Rick Koplitz. A Nelson/Lorence motion and subsequent vote approved the appointments.
Donation
A Heggemeier/Riihinen motion and subsequent vote approved $1,000 donation to the Central WI Agribusiness Innovation Center Inc. This group was formed last week as a non-profit organization to construct and maintain a legacy center for the purpose of providing a public facility for educating, researching, diversifying, expanding, promoting and partnering within the agriculture business community.
Parks & Rec. Committee
Chairman Mike Riihinen reported that the check for the 2nd half of the trail grant will be received in the next 10 days from the W.D.N.R.
A new application for an egg oiling permit is being completed. The State has delegated power to cities to condemn abandoned railroad property. Clerk Ernst will contact the City Attorney to start the process.
Vouchers
A Tolzmann/Heggemeier motion and subsequent vote approved paying the following vouchers: City 40011-40060, City Total $292,361.58, Water Total $1,457.01 and Sewer total $5,532.11.
Recess
At 6:45 p.m., Mayor Swiggum, Dan Tolzmann, Mel Lorence, Mike Riihinen, Steve Heggemeier and Cindy Cardinal traveled to Neillsville for the Clark County Board Meeting. At 7:30 p.m., the Council attended the Board meeting for information gathering.
Reconvene
At 9:14 p.m., the Council and Mayor reconvened to room #307 for consideration of land purchase from County for the Agribusiness Park. The Clark County Board, after amending the resolution several times, voted not to sell the Agribusiness Park Land to the City.
No action was taken by the City Council..
Adjourn
A Lorence/Tolzmann motion and subsequent vote approved to adjourn the 2/24/09 open session meeting at 9:15 p.m.
Traveled back to Owen with arrival time of 9:55 p.m.
