February 9, 2010

The City of Owen Common Council met in regular session on Tuesday, February 9, 2010 at 7:00 p.m. at City Hall. Mayor Timothy Swiggum presided and City Clerk/Treasurer Terri Ernst served as secretary. Present Alderpersons: Tolzmann, Lulloff, Lorence and Riihinen. Absent were Shelton and Heggemeier. A quorum being present, the meeting was called to order. Also present was Deputy City Clerk/Treasurer Cindy Cardinal, Police Chief Randy Poirier and Officer Bradley Tatro.

Approve Minutes
A Lorence/Tolzmann motion and subsequent vote approved the minutes for the 1/26/10 meeting.

Treasurer’s Report
A Tolzmann/Lulloff motion and subsequent vote approved the Treasurer’s report for January 2010.

Police Report
A Lorence/Riihinen motion and subsequent vote approved the Owen-Withee Police report for January 2010.

Police Squad Car
Police Chief Randy Poirier presented to the Council a spreadsheet of various automobile prices from various dealers along with a squad vehicle accessory list. Chief Poirier reported about the numerous different mechanical problems that continue to arise and the downtime that it takes to have each issue fixed. A Lorence/Lulloff motion and subsequent vote approved to table this issue till the next Council meeting.

Sex Offender Ordinance
Police Chief Randy Poirier presented a sample sex offender ordinance from the City of Neillsville. A Lorence/Tolzmann motion and subsequent vote approved to contact Attorney Alan Harvey to draw up a sex offender ordinance to present at the next Council meeting for its 1st reading.

Public Opinion
Present: Judy Vollrath with the O-W Enterprise and Mike Voss with MSA Professional Services. Deputy City Clerk/Treasurer Cindy Cardinal reported that the geophysical study has detected metal on the OMI property. SEH will submit a proposal at the next meeting for further investigation of the contaminations found.

Resolution #2010-4
Mike Voss of MSA Professional Services presented a 2010 Appropriations Request of $3 million to be submitted to the office of U.S. Rep. David Obey. A Lorence/Riihinen motion and subsequent vote approved Resolution #2010-4 to apply for a state and tribal appropriations grant (STAG) to fund in part the infrastructure to serve the Agribusiness Park. This resolution can be viewed at City Hall or at www.cityofowen.com.

Mill Pond Park Planning
At the last Council meeting, Chairperson Dennis Lulloff reported that the Parks & Rec. committee had made a recommendation to hire The Samuels Group to develop a Mill Pond Park Plan. A Tolzmann/Lorence motion and subsequent vote approved to hire The Samuels Group for a cost of $2,000-$2,500 for planning and design of the Park Plan.

Licenses
A Tolzmann/Riihinen motion and subsequent vote approved a Temporary Class “B”/”Class B” liquor license to the OW Lions Club and Temporary Operator Licenses to Gary Wehrman, Brian Bredlau, Erik Stinson and Doug Missling for the OW Lions Club Ice Fishing Contest on March 7, 2010.

Payroll Report
Presented were time cards for all employees for the pay period of 1/9/10 through 2/5/10. A Lorence/Lulloff motion and subsequent vote approved the report. No overtime was reported.

Vouchers
A Tolzmann/Riihinen motion and subsequent vote approved paying the following vouchers: City Pooled 41313-41373. City Total $110,876.49, Water Total $13,120.33, Sewer Total $10,466.12.

Adjourn
A Lorence/Tolzmann motion and subsequent vote approved to adjourn the 2/9/10 open session meeting at 8:34 p.m.
