January 10, 2012
The City of Owen Common Council met in regular session on Tuesday, January 10, 2012 at 5:30 p.m. at City Hall. Mayor Stephen Heggemeier presided and City Clerk/Treasurer Terri Ernst served as secretary. Present Alderpersons: Hanson, Tolzmann, Lulloff, Lorence, Feldman and Kiviko. A quorum being present, the meeting was called to order. Also present were: Tim Swiggum-CDA Director and Gary Smith-DPW.
Approve Minutes
A Tolzmann/Lorence motion and subsequent vote approved the minutes for the 12/13/11 meetings.
Treasurer’s Report
A Lorence/Feldman motion and subsequent vote approved the Treasurer’s report for December 2011.
Police Report
A Lulloff/Tolzmann motion and subsequent vote approved the Owen-Withee Police report for January through December 2011.
Public Opinion
Present: Robert Christensen. No Public opinion.
CDA Report
CDA Director Tim Swiggum reported that he has daily correspondence with either James Louks or Louks’s Attorney. David Konwinksi continues moving forward in development. James Louks met with CWAIC group last week at their meeting. Swiggum is now a Mentor with SCORE. A quarterly report is due to the EDA. Steve Oberle has resigned from the CWAIC Board and Rick Eloranta has been newly appointed. The Owen Downtown Revitalization is requesting funds for purchasing new Christmas decorations.
Building Inspector
Robert Christensen of CSC Building Inspections was present to introduce himself to the Council. The Council brought up two properties of concern that they would like addressed immediately. Clerk Ernst gave Robert the paperwork for those properties. He will be in touch with Clerk Ernst after he reviews the paperwork and is ready to move forward with possible condemnations.
Year End Funds
A Tolzmann/Lorence motion and subsequent vote approved to table the discussion till the next meeting.
License Application
A Lulloff/Kiviko motion and subsequent vote approved the Operator’s License Applications to Erica Bauer and Matthew Jankee.
Disbursements
A Lorence/Lulloff motion and subsequent vote approved paying the following checks, City Pooled 43822-43971: City Total $108,879.69; Water Total $48,381.17; Sewer Total $31,045.37 and TIF #4 $21,367.03.
Adjourn
A Tolzmann/Kiviko motion and subsequent vote approved to adjourn the 1/10/12 open session meeting at 6:02 p.m.
