January 13, 2009

The City of Owen Common Council met in regular session on Tuesday, January 13, 2009 at 7:00 p.m. at City Hall. Mayor Timothy Swiggum presided and City Clerk/Treasurer Terri Ernst served as secretary. Present Alderpersons: Tolzmann, Nelson, Shelton, Lorence and Riihinen. Absent was Heggemeier. A quorum being present, the meeting was called to order. Also present were Deputy City Clerk/Treasurer Cindy Cardinal and Police Chief Randy Poirier.

Approve Minutes
A Nelson/Tolzmann motion and subsequent vote approved the minutes for the 12/9/08 meeting.

Treasurer’s Report
A Tolzmann/Riihinen motion and subsequent vote approved the Treasurer’s report for December 2008.

Police Report
A Lorence/Tolzmann motion and subsequent vote approved the Owen-Withee Police report for December 2008.

Public Opinion
Present: Nathan LePage of the OW Enterprise, Tony Suda and Mike Voss of MSA Professional Services. Mr. Suda expressed his concerns about the Agri-Business Park, costs, today’s economy and effect on future taxpayers.

Agri-Business Park:

Task Order Survey and plan
Mike Voss of MSA Professional Services presented a Task Order for their services to complete a topographical survey and create a preliminary utility plan. A Nelson/Riihinen motion and subsequent vote approved for MSA Professional Services to begin services under this task order.

Resolution to terminate TIF #2
A Shelton/Riihinen motion and subsequent vote approved Resolution #2009-3 to terminate tax incremental disctrict #2.

Resolution to create C.D.A.
A Riihinen/Shelton motion and subsequent vote approved Resolution #2009-4 to create a Community Development Authority for the City of Owen.

Resolution #2009-1
Clerk Ernst reported on Resolution #2009-1 showing the final amounts totaling $87,796.26 in fund surplus to be set-aside into designated reserved accounts for 2009. A Tolzmann/Nelson motion and subsequent vote approved Resolution #2009-1.

Resolution #2009-2
Clerk Ernst reported on Resolution #2009-2 to amend the 2008 budget for additional expenses totaling $2,632.64 for the 6th Street reconstruction project. A Lorence/Riihinen motion and subsequent vote approved Resolution #2009-2.

Emerald Ash Borer
A Tolzmann/Riihinen motion and subsequent vote approved to send up to two Tree Board members to an Emerald Ash Borer Planning Workshop in Green Bay on Feb 1st.

Finance Proposal
Clerk Ernst provided a proposal from Community Bank of Central Wisconsin to finance the purchase of a New Case 521E Wheel Loader for the Public Works Dept. A Lorence/Shelton motion and subsequent vote approved to finance $65,000 for a term of 10 years at 3.95% making two payments a year of $8,016.63.

Operator’s License
A Tolzmann/Lorence motion and subsequent vote approved an operator’s license for Jaimie Klein.

Parks & Rec. Committee
Chairman Mike Riihinen reported on the minutes presented for the January 7, 2009 meeting. The committee discussed a number of future events and development for the Mill Pond Park. The permit for oiling of goose eggs will be sent in to the D.N.R. shortly. Minutes for 1/7/09 Parks and Rec. meeting can be viewed upon request at City Hall.

Payroll Report
Presented were the actual numbers for 2008 in wages and benefits. Recommendations were made to change the payroll period from Sunday to Saturday to Saturday to Friday and checks written to committee members will be written only once a year, except for the Council. Time clocks are to be installed on 1/21/09. A Nelson/Tolzmann motion and subsequent vote approved the 2008 payroll report and recommendations to begin with this pay period.

Vouchers
Questions were asked and answered about City check #39758, 39780 and a NSF check. A Lorence/Riihinen motion and subsequent vote approved paying the following vouchers: City 39712-39830, Water 6757-6761, Sewer transfer check, and City pooled checks 39831-39897.

Adjourn
A Tolzmann/Riihinen motion and subsequent vote approved to adjourn the 1/13/09 open session meeting at 9:28 p.m.
