March 10, 2009
The City of Owen Common Council met in regular session on Tuesday, March 10, 2009 at 7:00 p.m. at City Hall. Mayor Timothy Swiggum presided and City Clerk/Treasurer Terri Ernst served as secretary. Present Alderpersons: Tolzmann, Nelson, Shelton, Lorence, Riihinen and Heggemeier. A quorum being present, the meeting was called to order. Also present were Deputy City Clerk/Treasurer Cindy Cardinal, Officer Perra and Dennis Looker.
Approve Minutes
A Lorence/Tolzmann motion and subsequent vote approved the minutes for the 2/23/09 and 2/24/09 meetings.
Treasurer’s Report
A Heggemeier/Nelson motion and subsequent vote approved the Treasurer’s report for February 2009.
Police Report
A Shelton/Lorence motion and subsequent vote approved the Owen-Withee Police report for February 2009.
Police Policy/Procedures
A new Police policy and procedure manual was issued to each Council member. A Nelson/Riihinen motion and subsequent vote approved to table the issue, read over and bring back to the next Council meeting.
Public Opinion
None.
Creation of TID #5 and Amendment to TID #4
The Joint Review Board met on Thursday, March 5, 2009, at City Hall. Members of the J.R.B. were introduced and a Chairperson was chosen. The map of proposed TID #5 along with project plans of proposed TID #5 and the proposed amendment to TID #4 were reviewed and discussed. Because there was no quorum for the Planning Commission, the public hearing was rescheduled to March 31, 2009.
Community Web Site
A Heggemeier/Riihinen motion and subsequent vote approved the Clerk’s office to contract with Town Web Design, Inc. for a City web site including design and hosting for $310/year.
Employee Handbook
The Council reviewed the revised employee handbook. With more changes made, the amended pages will be brought back to the Council on 3/24/09.
CCEDC Dues
A Riihinen/Heggemeier motion and subsequent vote approved $2,000 membership dues to the Clark County Economic Development Corporation.
Parks & Rec. Committee
Chairman Mike Riihinen reported there were only three members that showed up for the 3/4/09 meeting. The final trail grant money has been received. The egg oiling permit has been mailed. MSA Professional Services continues to make contact with the railroad.
Outdoor Recreation Plan
A Heggemeier/Riihinen motion and subsequent vote approved Owen’s outdoor recreation plan with changes. The plan will be inserted into the new Clark County Plan.
Payroll Report
Presented were time cards for all employees and overtime report for the pay period of 2/21/09 through 3/6/09. A Nelson/Tolzmann motion and subsequent vote approved the report.
Vouchers
A Shelton/Riihinen motion and subsequent vote approved paying the following vouchers: City 40061-40116, City Total $61,799.19, Water Total $5,580.23 and Sewer total $8,684.76.
Motion to Convene into Closed Session
A Shelton/Nelson motion and subsequent vote approved to convene into closed session at 8:40 p.m.
Meeting Reconvened to Open Session at 9:17 p.m.
Announce & Approve Any Actions Taken in Closed Session
Parameters were discussed to use in negotiations of purchasing land from the Clark County Health Care Center.
Adjourn
A Shelton/Riihinen motion and subsequent vote approved to adjourn the 3/10/09 open session meeting at 9:18 p.m.
