May 12, 2009
The City of Owen Common Council met in regular session on Tuesday, May 12, 2009 at 7:00 p.m. at City Hall. Mayor Timothy Swiggum presided and City Clerk/Treasurer Terri Ernst served as secretary. Present Alderpersons: Tolzmann, Nelson, Shelton, Lorence, Riihinen and Heggemeier. A quorum being present, the meeting was called to order. Also present were Deputy City Clerk/Treasurer Cindy Cardinal and Police Chief Poirier.
Approve Minutes
A Heggemeier/Lorence motion and subsequent vote approved the minutes for the 4/28/09 meeting.
Treasurer’s Report
A Tolzmann/Lulloff motion and subsequent vote approved the Treasurer’s report for April 2009.
Police Report
A Lorence/Tolzmann motion and subsequent vote approved the Owen-Withee Police report for April 2009.
Junk List
Chief Poirier reported that approximately 30 letters were sent out in regard to ordinance violations. Nine citations have been issued for non-compliance.
Public Opinion
Kris and Rick Koplitz, Kris Leonhardt with the OW Enterprise, Mike Voss of MSA Professional Services, Samantha Childs, Robin Childs, Kathy Night, Leanne Strobach, Scott Hatfield, Rick Hamm, Amy Goessl, Peggy Dawson, Les Himes, Claire Milliren and Curt Garrett. Neighbors to the new bio-diesel plant were present to discuss their dissatisfaction of the noise from the processing plant. The Koplitz’s have measured noise levels at different times of the day. The lights from the plant are very bright during the night and when product is being unloaded, there can be a lot of dust that ends up on the Goessl’s property. A letter from Gay Taylor was also presented indicating their displeasure of the noise.
Dog Shelter
Robin Childs of 504 North Paul Ave. presented her idea to have an animal rescue shelter at her home in Owen. She would like to provide a shelter for homeless animals that may have been abandoned or lost. All measures will be taken to find owners, but those who are not claimed will be either relocated to a new home or be transported to the Clark County Humane Shelter. The Council directed Childs to check with her neighbors and landlord on the idea and to gather more information. Clerk Ernst will check with other municipalities. A Shelton/Heggemeier motion and subsequent vote approved to table the issue.
Army Tank
Present from Owen American Legion were Les Himes, Claire Milliren and Curt Garrett. The Colby VFW offered their tank to the City of Owen. The O-W Vets Club and American Legion are interested in having it, but where to put it has brought about other concerns such as size, concrete slab, insurance, transportation and it needs new paint. A Lorence/Tolzmann motion and subsequent vote approved to table the issue and have Cindy gather more information.
WWTP Facilities Plan
A Shelton/Lulloff motion and subsequent vote approved the Sewer Commission recommendation to proceed with a Facility Plan. A Shelton/Lorence motion and subsequent vote approved Task Order #R00587002.0 for $20,000 for MSA Professional Services to do Waster Water Treatment Plant Facilities Plan. The pond dredging project will be put on hold till 2010. $185,000 was budgeted for 2009 to complete the project. Those funds will be put into a designated reserved fund for upcoming WWTP Projects.
Clark County Outdoor Recreation Plan
A Heggemeier/Tolzmann motion and subsequent vote approved to table the Clark County Outdoor Recreation Plan till the next meeting and for a copy of the Owen portion to be sent to all Council members prior to the next meeting.
Parks & Rec. Committee
Chairman Dennis Lulloff reported their meeting on 5/4/09 did not have a quorum. Lulloff reported that a picnic table made of logs from the Mill Pond is in the small shelter by the warming house and that benches from the logs will also be put along the bank of the pond. The Council thanked Al Christophersen, Dennis Lulloff and the OW Lions Club for making the table and benches. The oiling of goose eggs has been done twice. There are approximately 10 nests and 55 eggs. Members of Parks and Rec., Owen Public Works and the Horseshoe League have been meeting to get the horseshoe pits temporally located for this summer’s league activity. Also relocating the volleyball court inside the ice skating rink was discussed. O-W Lions Club members Dennis Lulloff and Al Christophersen would like to construct and donate approximately four Mill Pond log benches to the Clark County Health Care Center’s new Memory Garden that is in the works. The trail behind Creekside needs a load of limestone as promised by the contractor last year and the trail to the walking bridge needs some rebuilding so it’s level with the bridge. A Heggemeier/Shelton motion and subsequent vote approved the use of the remaining Mill Pond logs for the benches at the Memory Garden. Lulloff suggested that it may be a good idea to include a Junior Fair Committee member on the Parks & Rec. Committee.
Payroll Report
Presented were time cards for all employees and overtime report for the pay period of 4/18/09 through 5/1/09. A Heggemeier/Lorence motion and subsequent vote approved the report.
Vouchers
Questions were raised and answered regarding checks #40297 and 40306. A Tolzmann/Lulloff motion and subsequent vote approved paying the following vouchers: City 40280-40331, City Total $59,194.81, Water Total $15,557.91 and Sewer total $8,377.81.
Adjourn
A Shelton/Riihinen motion and subsequent vote approved to adjourn the 5/12/09 open session meeting at 8:40 p.m.
