May 26, 2009
The City of Owen Common Council met in regular session on Tuesday, May 26, 2009 at 7:00 p.m. at City Hall. Mayor Timothy Swiggum presided and Deputy City Clerk/Treasurer Cindy Cardinal served as secretary. Present Alderpersons: Tolzmann, Lulloff, Shelton, Lorence, Riihinen and Heggemeier. A quorum being present, the meeting was called to order.
Approve Minutes
A Heggemeier/Riihinen motion and subsequent vote approved the minutes for the 5/12/09 meeting.
Public Opinion
Kris Leonhardt with the OW Enterprise, Phil Greschner, and Jim Weyenberg. Jim Weyenberg from Badger Ag Solutions informed the Council that there were design flaws when the building was built and that they are working to correct them one step at a time. They have ordered a new exhaust muffler, which should cut the noise in half, and will be installed within 2-3 weeks. They will also be enclosing the loading area. He also gave the Council a copy of a sound level survey done by Wisconsin Agri-Service Association that showed they are within EPA noise level limits.
Owen Jr. Fair Committee Loan
Phil Greschner was present on behalf of the Fair Committee to ask the Council to extend a line of credit to the Fair Committee to help meet expenses until after the fair revenues come in. He stated that last year’s queen sales were low and the Committee is adding extra fundraising this year, such as a Brat Fry, serving beer and food for the Central Wisconsin Truck Show, and holding an extra raffle. There are three girls running for Miss Owen this year. A Heggemeier/Lorence motion and subsequent vote approved to give the Owen Jr. Fair Committee access to a $3000 line of credit from the City.
Army Tank
The Council discussed potential sites for the tank should the City get it. Deputy Clerk Cardinal was instructed to inform the Colby VFW that we are interested, but still need to do more research. We need to know the cost of the slab, if the National Guard can move the tank and any costs associated with that move, and the cost of getting the tank painted. A Lorence/Heggemeier motion and subsequent vote approved to table this issue until further information can be gathered.
Clark County Outdoor Recreation Plan
A Shelton/Lulloff motion and subsequent vote approved Resolution 2009-8 to adopt the Clark County Outdoor Recreation Plan 2009-2013 as the official outdoor recreation plan for the City of Owen. A copy of the full resolution may be viewed at City Hall or at www.cityofowen.com
Employee Handbook Revision
A change to the wording for overtime pay for the public works department was presented. A Shelton/Heggemeier motion and subsequent vote approved the change as presented.
CDA Report
Mayor Swiggum reported that the CDA had met and looked at the map for the Agribusiness Park. They discussed where the roads should go, available financing, and recommended that the Innovation Center should be moved to the east so it would be more visible from Highway 29. The Mayor has also met with the Clark County Healthcare Subcommittee about the road right-of-way and the easement for the lift station. It will be on the County Board agenda for June 4.
Parks & Recreation
Chairperson Lulloff reported that it appears the egg oiling is working. He has only seen 5 baby geese. Public works needs to do some repairs to the bridge approach along the trail behind Creekside. The approach ramps to the trail along Hwy X also need to be put in. Alderperson Shelton informed the Council that the track team had picked up dead limbs and debris along the trail.
Vouchers
A question was raised about check 40366. A Tolzmann/Shelton motion and subsequent vote approved paying the following vouchers, except 40366: City 40332-40373, City Total $114,644.03, Water Total $2,399.11 and Sewer total $1, 093.02 and CDBG 2008 Check 1004.
Adjourn
A Lorence/Riihinen motion and subsequent vote approved to adjourn the 5/26/09 open session meeting at 8:20 p.m.
