November 10, 2009 Common Council Minutes
The City of Owen Common Council met in regular session on Tuesday, November 10, 2009 at 5:30 p.m. at City Hall. Mayor Timothy Swiggum presided and City Clerk/Treasurer Terri Ernst served as secretary. Present Alderpersons: Tolzmann, Lulloff, Lorence and Riihinen. Absent were Shelton and Heggemeier. A quorum being present, the meeting was called to order. Also present was Deputy City Clerk/Treasurer Cindy Cardinal and Police Chief Randy Poirier.
Approve Minutes
A Tolzmann/Riihinen motion and subsequent vote approved the minutes for the 10/27/09 meeting.
Treasurer’s Report
A Tolzmann/Lorence motion and subsequent vote approved the Treasurer’s report for October 2009.
Police Report
A Lorence/Tolzmann motion and subsequent vote approved the Owen-Withee Police report for October 2009. The squad truck will be in for repairs the week of the 16th and a replacement squad car will be used from the Clark County Sheriff’s Department.
Public Opinion
Present: None. A letter was received by the Mayor from Rick Koplitz of Owen regarding the continuous odor and noise that is coming from the Badger Ag Solutions Plant. Koplitz is requesting that an ordinance be looked into that would reduce the noise level to 45 decibels between the hours of 10 p.m. and 6 a.m. Mayor Swiggum also presented a letter received from the WDNR that was issued to Badger Ag Solutions about further correction of the noise and odor emissions.
Outside Employment
A Lorence/Lulloff motion and subsequent vote approved for Officer Bradley Tatro to take on a part-time job with Mega Express and that his job with the City takes precedence.
Amended Annexation Ordinance
An amendment to the original Annexation Ordinance that was previously approved on 7/28/09 was needed to replace the incorrect map #1778 within the original ordinance with the correct map #1791 and the description of the annexation was modified to include that portion of Map #1778, now #1791 consisting of Lot 1 of Map 1791. A Lulloff/Riihinen motion and subsequent vote approved the amended annexation ordinance as presented.
Phase II Assessment
No action taken.
2010 Budget
Clerk Ernst presented the proposed 2010 budget that will be published in this week’s paper. One change was made to the Police Arms and Ammunition Account from $1500 down to $500. The Budget Public Hearing is scheduled for 11/24/2009 at 7:00 p.m.. A Lorence/Tolzmann motion and subsequent vote approved the proposed budget with the one change.
Temporary Employment
Due to medical leave of Public Works Director Gary Smith, a suggestion was made to hire Erik Stinson as a temporary part-time employee as needed to plow snow. A Tolzmann/Lorence motion and subsequent vote approved to hire Erik Stinson at $14.00 per hour for snow plowing purposes during Gary’s absence.
Payroll Report
Presented were time cards for all employees and overtime report for the pay period of 10/3/09 through 10/30/09. A Tolzmann/Riihinen motion and subsequent vote approved the report. Overtime was reported for public works who couldn’t take off because of being gone to conference most the week.
Vouchers
A question was raised and answered on Check #40963. A Lorence/Lulloff motion and subsequent vote approved paying the following vouchers: City Pooled 40925-40977, City Total $51,017.02 Water Total $14,486.49, Sewer Total $31,525.64 and to release check to Haupt Well Drilling.
Adjourn
A Lorence/Tolzmann motion and subsequent vote approved to adjourn the 11/10/09 open session meeting at 6:18 p.m.
