October 13, 2009

The City of Owen Common Council met in regular session on Tuesday, October 13, 2009 at 7:00 p.m. at City Hall. Mayor Timothy Swiggum presided and City Clerk/Treasurer Terri Ernst served as secretary. Present Alderpersons: Tolzmann, Lulloff, Lorence, Riihinen and Heggemeier. Absent was Shelton. A quorum being present, the meeting was called to order. Also present was Deputy City Clerk/Treasurer Cindy Cardinal.

Approve Minutes
A Heggemeier/Tolzmann motion and subsequent vote approved the minutes for the 9/22/09 meeting.
Treasurer’s Report
A Tolzmann/Lorence motion and subsequent vote approved the Treasurer’s report for September 2009.
Police Report
A Heggemeier/Lulloff motion and subsequent vote approved the Owen-Withee Police report for September 2009.
House of Friends Donation
Present were HOF’s Board Members, Volunteers and students to express their appreciation of the City’s support in previous years and why each of them enjoy and benefit from the HOF’s after school program. A Heggemeier/Tolzmann motion and subsequent vote approved a donation for 2009 of $3,000 to be paid from the Community Discretionary Fund.
Police Agreement
A Tolzmann/Lulloff motion and subsequent vote approved the Owen & Withee Police Agreement for 2010 at $52,539.00.
Public Opinion
Present: Nathan LePage with the OW Enterprise, Jennifer Shelton, Alicia Ackerman, Ingrid Kindler Bishop, Pedro Montes and HOF students. There was no public comment.

Handbook
A Lulloff/Riihinen motion and subsequent vote approved to keep the present residency requirement at 1 year.

2009 Budget Amendments
Clerk Ernst presented 2009 budget amendments. All Resolutions may be viewed upon request at City Hall. A Lulloff/Riihinen motion and subsequent vote approved the following: Resolution #2009-20 for Police Dept. telephone, operating supplies, ICop and time clock.; Resolution #2009-21 Economic Development; and Resolution #2009-22 Community Discretionary Fund.

2010 Budget
Clerk Ernst presented the 2008 Financial Statements prepared by Hawkins, Ash, Baptie and Co., that were delivered that same day. Also presented was a budget plan now through December. A Personnel Closed Session meeting was scheduled for Monday, October 19, 2009 at 4 pm. A Finance meeting was scheduled for Friday, October 23, 2009 at 8:30 a.m. Currently the 2010 renewal for health insurance with United Health Care has come in with a 19.9% increase. City Employees have already completed health insurance applications to submit for proposals with other insurance carriers. A Heggemeier/Lorence motion and subsequent vote approved the budget information presented and the meetings scheduled.

Audit Proposals
Proposals were submitted from Hawkins, Ash, Baptie and Co., Vig and Associates and Clifton Gunderson. A Lorence/Heggemeier motion and subsequent vote approved to hire Clifton Gunderson for audit services 2009 through 2011 with conditions discussed.

DOA Survey
Clerk Ernst urged all Council members and Owen residents to complete the online survey at the Wisconsin Department of Administration website http://doa.wi.gov/WEBSurveys/TakeSurvey.aspx?SurveyID=N2KIm12K. This survey allows to demographically site areas in the state that are in need of Housing, Public Facilities, and Economic and Business Development. Every year the City applies for a CDBG Grant. The City of Owen has not been awarded a grant since the 1980’s. If awarded to the City it would allow residents to apply for funds in order to remodel and fix up their homes. There is also a consideration that the manner in which grants were awarded in the past may be changed to selections made to counties allowing funds to be available for countywide use every 5-6 years.

Operator’s License
A Tolzmann/Lulloff motion and subsequent vote and subsequent vote approved an operator’s license to Tracey Taylor at Scott & Lori’s Family Foods.

Payroll Report
Presented were time cards for all employees and overtime report for the pay period of 9/5/09 through 10/2/09. A Lorence/Tolzmann motion and subsequent vote approved the report. Overtime was reported for water search, computer recycling day and police emergency.

Vouchers
A question was raised and answered on Check #40850. A Heggemeier/Lulloff motion and subsequent vote approved paying the following vouchers: City Pooled 40799-40876, City Total $56,173.30 Water Total $49,774.72, Sewer total $9,737.74, CDBG #1006.

Adjourn
A Tolzmann/Riihinen motion and subsequent vote approved to adjourn the 10/13/09 open session meeting at 8:44 p.m.
