October 26, 2010
The City of Owen Common Council met in regular session on Tuesday, October 26, 2010 at 7:00 p.m. at City Hall. Mayor Timothy Swiggum presided and City Clerk/Treasurer Terri Ernst served as secretary. Present Alderpersons: Tolzmann, Lulloff, Kiviko, Lorence, and Heggemeier. Absent was: Riihinen A quorum being present, the meeting was called to order. Also present were Deputy City Clerk/Treasurer Cindy Cardinal and Officer Bradley Tatro.
Approve Minutes
A Lorence/Tolzmann motion and subsequent vote approved the minutes for the 10/12/10 meeting.
Public Opinion
Present: Linda Wyeth-OW Enterprise and Kevin Wyeth. Mayor Swiggum introduced Linda Wyeth who is new to the OW Enterprise who will be covering local government and area organization meetings.
Training Reports
Officer Bradley Tatro attended a two week D.A.R.E. Officer Training in Iowa. Tatro reported the training was very beneficial to his role as an officer and training instructor. The classes were intensive with homework every night. Director of Public Works Gary Smith attended the Wisconsin Wastewater Annual Conference in Wisconsin Dells. A written report was presented by Smith. City Clerk/Treasurer Terri Ernst attended a Utility Clerk Training sponsored by Wisconsin Rural Water Association. Instructors were from the Public Service Commission. The Owen Water Utility is regulated by the PSC. Ernst reported on important topics for the City.
Groundbreaking
Mayor Swiggum reported on the groundbreaking ceremony for the Owen Agribusiness Park that occurred October 18th, 2010. The event had a very good turnout with approx. 100 people attending including representatives of the City, County and State.
CWAIC Update
CWAIC Board member Cindy Cardinal presented a commitment letter from Cherney Microbiological Services who has become the first anchor tenant of the Central Wisconsin Agribusiness Innovation Center, subject to successful negotiation of a tenant agreement. The Company plans to construct a new testing laboratory in the Center and bring approx. 10-15 jobs to Owen. Also, a $50,000 pledge from Abby Bank 1 ½ years ago is planned to be released to the CWAIC in December 2010. There has been no word yet from the Bremer Foundation regarding the application by CWAIC.
CDA Update
Chairman Steve Heggemeier reported on the CDA meeting held 10/20/10. Attorney Bill Thiel was present and worked with the CDA in drafting a developers agreement. Minutes of that meeting may be viewed at: www.cityofowen.com
2011 Budget Report #2
City Clerk Terri Ernst presented 2011 budget report #2 and reported on any changes made since the last report.
Parks & Rec.
Chairman Dennis Lulloff reported on the meeting of 10/13/10. A Lorence/Lulloff motion and subsequent vote approved to send Mark Walters a thank you from the City for his two articles in the OW Enterprise and $50 in Chamber Bucks. Minutes of that meeting may be viewed at: www.cityofowen.com
License Application
A Tolzmann/Heggemeier motion and subsequent vote approved a Class B Combination License to Greg and Maurice Schillinger dba Schilly’s Bar, formerly known as Troiber’s Tap.
Disbursements
A Lorence/Tolzmann motion and subsequent vote approved paying the following checks, City Pooled 42234-42277: City Total $111,931.77; Water Total $3,327.96; Sewer Total $5,203.46.
Motion to Convene into Closed Session
A Heggemeier/Lulloff motion and subsequent vote approved to convene into closed session at 8:25 p.m., under WI S. S. 19.85(1)(c) Consideration of employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility.
Meeting Reconvened to Open Session at 9:44 p.m.
Consideration of actions in Closed Session
The Council agreed to 2011 wages for City employees
Adjourn
A Tolzmann/Kiviko motion and subsequent vote approved to adjourn the 10/26/10 open session meeting at 9:46 p.m.
