October 27, 2009
The City of Owen Common Council met in regular session on Tuesday, October 27, 2009 at 7:00 p.m. at City Hall. Mayor Timothy Swiggum presided and City Clerk/Treasurer Terri Ernst served as secretary. Present Alderpersons: Tolzmann, Lulloff, Lorence, Riihinen and Heggemeier. Absent was Shelton. A quorum being present, the meeting was called to order. Also present was Deputy City Clerk/Treasurer Cindy Cardinal.
Approve Minutes
A Tolzmann/Riihinen motion and subsequent vote approved the minutes for the 10/13/09 meeting.
Public Opinion
Present: Nathan LePage with the OW Enterprise and Brian Reilly with Ehlers. Mayor Swiggum received a complaint about the smell coming from the Badger Ag plant.
Resolution #2009-26
A Lulloff/Heggemeier motion and subsequent vote approved Resolution #2009-26 authorizing $290,000 general obligation bonds for community development projects.
Resolution #2009-27
A Heggemeier/Riihinen motion and subsequent vote approved Resolution #2009-27 authorizing $910,000 general obligation bonds refunding bonds.
Resolution #2009-28
A Tolzmann/Lorence motion and subsequent vote approved Resolution #2009-28 authorizing the publication of notice to electors.
Resolution #2009-29
A Lullloff/Lorence motion and subsequent vote approved Resolution #2009-29 authorizing $1,200,000 general obligation corporate purpose bonds.
2010 Budget
Clerk Ernst presented the proposed 2010 budget. The Council discussed and made changes to the budget. Deputy Clerk Cindy Cardinal presented spreadsheets for wages and for health insurance. Cardinal explained the proposed HSA health insurance policy with United Health Care. Employees would not have any premium deduction from their pay checks except for Cindy Cardinal who will pay a prorated premium of 20%. The City would pay into an HSA $1,000 for single and $2,000 for family. Each employee will then be responsible for the other half of the $2,000 single and $4,000 family deductible. The proposed 2010 wages were presented on a spreadsheet showing each employees entire wage and benefits package projecting 2009 year end and also the proposed wage and benefits package for 2010. A Heggemeier/Lorence motion and subsequent vote approved the changes made to the proposed 2010 budget.
Resolution #2009-23
A Lorence/Riihinen motion and subsequent vote approved Resolution #2009-23 amending 2009 budget for street sign outlay reserves.
Resolution #2009-24
A Tolzmann/Lulloff motion and subsequent vote approved Resolution #2009-24 amending 2009 budget for curb and gutter outlay reserves.
Resolution #2009-25
A Heggemeier/Tolzmann motion and subsequent vote approved Resolution #2009-25 amending 2009 budget for public works computer outlay reserves.
Library Board Member
A Lorence/Lulloff motion and subsequent vote approved to accept the resignation of Marge Ackerman from the Library Board and the appointment of Nancy Garrett.
Hwy. 29 Partnership
A Tolzmann/Riihinen motion and subsequent vote approved $100 contribution for 2010.
Wisconsin Leadership
A Tolzmann/Lorence motion and subsequent vote approved Tim Swiggum to enroll in the 2 year Leadership Wisconsin Program at his own cost and that periodically he will be absent from meetings in which the Council President will stand in.
Phase II Assessment
A Heggemeier/Lulloff motion and subsequent vote approved to table the issue of a Phase II Environmental Assessment of the Owen Manufacturing property. The assessment is required when applying for a Brownfield Grant to help assist in contamination clean-up.
Vouchers
A question was raised on Check #40907. A Tolzmann/Lorence motion and subsequent vote approved paying the following vouchers: City Pooled 40877-40924, City Total $35,965.34, Water Total $22,006.29, Sewer total $8,261.91 and to hold Check #40907.
Adjourn
A Lorence/Heggemeier motion and subsequent vote approved to adjourn the 10/27/09 open session meeting at 9:58 p.m.
