October 4, 2011
The City of Owen Common Council met for a Special Meeting on Tuesday, October 4, 2011 at 5:00 p.m. at City Hall. Mayor Stephen Heggemeier presided and City Clerk/Treasurer Terri Ernst served as secretary. Present Alderpersons: Tolzmann, Lulloff, Lorence, Feldman and Kiviko. Absent was: Hanson. A quorum being present, the meeting was called to order. Also present was: Tim Swiggum-CDA Director, Brad Gokey-Wastewater Treatment Plant Operator, Gary Smith-Director of Public Works.
Public Present: Dennis Anderson-Kerry Ingredients, Fred Gehrke-Kerry Ingredients, Everette Lindgren-Village of Withee, Mike Voss and Dan Greve-MSA Professional Services.
City Trees/Brush
A Tolzmann/Lorence motion and subsequent vote approved that City trees cut down by the Public Works Dept. will go to City employees wanting fire wood and the smaller fire wood will go to the Crowley Park Campground for campers only.
Wastewater Trtmt. Plant Upgrade
A Lulloff/Feldman motion and subsequent vote approved to go with Alternative #3 with additional pond to meet the City’s current and future wastewater treatment needs. Roll Call Vote: Tolzman-no, Lulloff-yes, Lorence-no, Feldman-yes, Kiviko-yes.
Engineering Contract
A Lorence/Lulloff motion and subsequent vote approved MSA Professional Services Design Engineering Contract for Owen’s Wastewater Treatment Facilities Upgrade at $419,363.
Phase 1 Proposals
A Lorence/Tolzmann motion and subsequent vote approved the proposal from SEH to complete the Phase 1 Environmental Assessment for $1,000 on the OMI property.
Adjourn
A Lulloff/Kiviko motion and subsequent vote approved to adjourn the 10/4/11 open session meeting at 6:54 p.m.
