September 28, 2010

The City of Owen Common Council met in regular session on Tuesday, September 28, 2010 at 7:00 p.m. at City Hall. Mayor Timothy Swiggum presided and City Clerk/Treasurer Terri Ernst served as secretary. Present Alderpersons: Tolzmann, Lulloff, Kiviko, Lorence, and Riihinen. Absent was: Heggemeier. A quorum being present, the meeting was called to order. Also present were Deputy City Clerk/Treasurer Cindy Cardinal, Police Chief Randy Poirier and Officer Bradley Tatro.

Approve Minutes
A Tolzmann/Riihinen motion and subsequent vote approved the minutes for the 9/14/10 meeting.

Public Opinion
Present: Judy Vollrath-OW Enterprise, Mike Kawleski-CWAIC Executive Director, Pedro Montes, Jennifer Shelton, Tiffany Hoehn and Alicia Ackerman. Pedro Montes asked if he could plow snow with his ATV this winter for his neighbors on E. 4th Street. Chief Poirier said that it is to be used specifically for plowing snow and is not allowed to drive on City streets and must stay on the sidewalks.

D.A.R.E. Training
Chief Randy Poirier reported that he will discontinue teaching the DARE program at the OW School after 14 years of teaching. The program is very important to keep going in our community. Chief Poirier would like Officer Bradley Tatro to take on the responsibility. A free 2 week DARE Officer Training will be provided in Des Moines, Iowa at the Midwest Counter Drug Training Center at Camp Dodge. Lodging, meals, tuition and class materials are included in the free training. The only cost to the City will be Tatro’s regular wages, meals for over the weekend and possible mileage unless Officer Tatro is able to carpool with other local police departments.
A Tolzmann/Lorence motion and subsequent vote approved to send Officer Bradley Tatro to the DARE training.

House of Friends Donation
A group of adults and youth were present representing the House of Friends after school program. The organization has held many fundraisers this year which will allow them to continue the program and to hire a Director and Assistant Director. The Ducky Derby held on Sunday at the Owen Jr. Fair was a huge success this year with Midway Chev as the business winner. The H.O.F. provided a meal for all employees at Midway Chev. The Friends of the Old School have lowered their rental rate for this years program. Mobile Mart donates the snack for the House of Friends students and volunteers every Monday. There are numerous local businesses and individuals who help also with the program. A Lulloff/Tolzmann and subsequent vote approved $3,000 from the Community Discretionary Fund to be donated to the House of Friends after school program.

Utility Clerk Training
A Tolzmann/Kiviko motion and subsequent vote approved Clerk Ernst to attend the Wisconsin Rural Water Assoc. Utility Clerk 1 day Training on October 21, 2010 in Eau Claire.

CDA Meeting Update
Minutes were presented from the 9-15-10 CDA Meeting. Denny Lulloff from the CDA Board reported on the meeting and Mike Kawlewski also reported his progress to the Council. Ryan Stockwell will be the new President of CWAIC beginning October 1st.

Resolution#2010-15 Notice of Disallowance
A Tolzmann/Lulloff motion and subsequent vote approved Resolution #2010-15 and Notice of disallowance of Koplitz Claim.

Walking Trail Bridge
The Walking Trail Bridge behind Creekside has floated down the Popple River during the recent floods on September 23, 2010. A question was raised if control of the water from Sportsman Lake were handled differently, would the City not have suffered quite so much flooding. It appears that nothing could have been done differently as there was just too much rain at one time. Lift Station #1 did back-up during the heavy rains, but never failed. Four residents reported sewer back-ups in their basements. Claims will be submitted to Clark County Emergency Mgmt. and the City’s Insurance carrier for the walking trail bridge. The WDNR did approve a culvert to be installed for a permit fee of $300.

Wetland Delineation O.M.I.
Independent consulting company Wenck completed a Study of the OMI property for a proposed bio-energy plant has come back with two issues: 1) Wetlands and permitting, 2) Residents surrounding the proposed plant site. SEH submitted a proposal to complete a Wetland Delineation of the 47.4 acre OMI Parcels. A survey will be taken door to door within the City to get the communities input on having the Plant located in Owen.

N. East Street Emergency Repairs
The total emergency repairs came to $15,110.06 for emergency repairs along N. East Street and in the alley to the Sunset Drive In.

Library 2011 Budget
The Library Board approved the Library Budget on 9/21/2010 showing a 2% increase in wages. The Library budget will be inserted into the City Budget worksheets.

Planning Commission Appointment
Sandy Bruesewitz has been appointed by the Mayor to the Planning Commission replacing Christine Brooks. A Lulloff/Riihinen motion and subsequent vote approved the appointment.

Operator’s License
A Tolzmann/Lulloff motion and subsequent vote approved operator’s licenses for Elizabeth Kuhls, Abby Pippin and Heather Spinler.

Disbursements
A Lorence/Riihinen motion and subsequent vote approved paying the following checks, City Pooled 42116-42172: City Total $187,190.24; Water Total $8,952.28; Sewer Total $1,788.87; and CDBG #262.

Adjourn
A Tolzmann/Kiviko motion and subsequent vote approved to adjourn the 09/28/10 open session meeting at 9:11 p.m.
